I'd like to know what the owner of this car is "Top 01" of. It must have been an important and difficult accomplishment for him or her to announce it to the entire world. The phrase is just a bit redundant, if you ask me.
Nice find, Hilda. Maybe he's a member of the 1% which in our country means the very wealthy. While they continue to accumulate wealth, the rest of the country is losing ground. Not a good thing.

TOP was probably already taken. And TOP 01 sounds much better than TOP 02. ;)
He could easily one of many fellow citizens of mine. They may think that just because they exist!
